I've seen the exact same behavior described elsewhere: people can access a website with IE7 running on Windows XP, but they can't using IE7 on Windows Vista. Prior to installing Vista I followed Dell's upgrade instructions to the letter and the instalation to Vista went smoothly as far as I can tell with the exception of being able to operate 2- programs that worked prior to the upgrade to Vista.
